North Carolina’s 2028 recruiting cycle officially has its first known commitment.
Te’vaughn Bell, a 6-foot-5 wide receiver from Northeastern High School in Elizabeth City, announced his commitment to NC State on June 23 following the Wolfpack’s Alpha Wolf Showcase.
The pledge makes Bell the first known North Carolina prospect to commit in the Class of 2028, NC State’s first public commitment in the cycle and the first reported 2028 commitment for any college football program in North Carolina.
The Wolfpack joins a small group of ACC programs with public 2028 commitments, including Boston College, Florida State, Georgia Tech, Miami and Syracuse.
While recruiting rankings for the Class of 2028 remain in their infancy, Bell already possesses a college-ready frame at 6-foot-5 and 205 pounds. He caught 17 passes for 305 yards and seven touchdowns as a sophomore in 2025, averaging nearly 18 yards per reception for Northeastern High School.
Bell is also a multi-sport athlete, averaging 16.1 points and 5.2 rebounds per game during the 2025-26 basketball season. His combination of size and athleticism gives him intriguing upside as a wide receiver and could eventually allow him to develop into a tight end at the collegiate level, per scouts.
According to recruiting databases, Bell currently holds offers from NC State and Liberty.
What’s next? Bell’s commitment marks the beginning of the 2028 recruiting cycle in North Carolina. NC Football News will continue tracking the state’s top Class of 2028 prospects, rankings and commitments as the class develops over the next two years.
